EDIT : I thinned out Ho-Oh's legs, adjusted the colour, and smoothed out his chest markings. I planned to do a mouth ref for Lugia but then I scrapped it because honestly I don't think anyone needs to see what his teeth and tongue structure look like. He's the same either way. Oh and good news, you can now access it from full view, just in case you wanted to zoom in on that Lugia and Ho-Oh sketch action eh.
This took forever to complete but here it is- full references for both Lugia and Ho-Oh. You may have been able to notice how often their designs change, and that is a product of myself. I will commonly change elements to fit a drawing, so the two of them full victim to this practice over time. To minimize the design changes, I give you this ref that should be their final designs. I plan to do the birds as well, but maybe not until the end of summer.
To clarify, Ho-Oh's tail and crown are pure gold, and the reason they look so bland is solely resting on the fact I denied myself the right to highlight and shade. Both he and Lugia sparkle as they do canonically in the games and anime.
They're also mates as of very early on. Lugia raises the Legendary Birds alone after Ho-Oh leaves, though when Ho-Oh returns he takes on the task of their other mentor/father. The Beasts understand Ho-Oh was their creator and respect him, but fail to see him as a fatherly figure because he did not raise them and left them to fend for themselves. Therefore, there is no connection, unlike the birds who latch on to anyone that would support them at their younger age.

Ability : Regenerator
Personality : Ho-Oh is wise, yet compassionate. He is aware of the disorderly and potentially destructive powers he contains and as a result is careful with how he interacts with the world around him. Ho-Oh is a pacifist and always looks for a solution to the problem rather than complain about it. A flaw of his is not being able to accept death and/or fate, which puts him in bad situations when the time has come for an individual and Ho-Oh is torn between saving them or letting them pass on. He is stubborn when it comes to arguing with something he believes in, and he won’t go down without a fight. After the Brass Tower burns, Ho-Oh gains severe trust issues and isolates himself from society, making it difficult for him to interact with people before he gets to know them. Even with a social handicap in his later years, Ho-Oh never hesitates to lend a helping hand and pass on his wisdom to those that need it.
Battle Effectiveness : Ho-Oh is an offensive attacker that is physically stronger than Lugia. His tactics involve getting up close with the opponent and using their strength against them. This can backfire because of his poor defence, though Lugia often works alongside him to deter this weakness. He uses a variety of flying and fire attacks to create effective combos, which can make him deadly if one is not paying attention.
Special Abilities : Ho-Oh can control and revive the life of any creature he chooses to with his Sacred Fire, which are majestic rainbow flames only he can control. Though Sacred Fire can be used offensively to burn or severely weaken an opponent, it can also do the opposite and burn away the death or sorrow of any living creature it comes in contact with. Ho-Oh alone is the only Pokemon that can decide whether or not the flames will hurt or heal another. These life giving powers can extend to reincarnations as evidenced by the Legendary Beasts, though Ho-Oh can very rarely tap into this power. Sacred Fire reaches its full potential when the user is at their most emotional state, which can make it very dangerous if Ho-Oh is too overwhelmed and doesn’t know of it. Sacred Ash functions in the same purpose, though Ho-Oh cannot wield it at will. Additionally Ho-Oh is one of the only non Psychic-type Pokemon that can use telepathy and telekinesis, courtesy of Lugia teaching him.

Personality : Lugia is obsessively calm and in control of his emotions, making him appear to be an antisocial loner. However, the real Lugia is a gentle and happy spirit that admires the little things in life. Similar to Ho-Oh, Lugia has uncontrollable powers that can cause devastation if not taken care of and at first it makes him irrational and isolated- that is until he finds empathy in his counterpart. His wisdom works from his experiences, and his opinions bounce off of Ho-Oh’s to make an overall unbiased observation on any problems that come his way. After the Brass Tower burns, Lugia grows more and more isolated, losing his mate and best friend Rayquaza after blaming (and being blamed in turn) by the latter. He rarely interacts and loses the heart to be an individual that strives to pass on knowledge. This is lightened by his three apprentices, but by very little. Lugia starts to become someone to fear both in and out of battle battle, and this in turn makes many begin to doubt his morals.
Battle Effectiveness : Lugia is the polar opposite of Ho-Oh, preferring to stay on the defensive behind the line. His strong wings that are strengthened by the use of Reflect and Calm Mind can become impossible to break through, and a common defensive tactic Lugia uses it to cross them over his chest, creating a barrier thick as steel. When the going gets tough, Lugia can rely on a powerful Aeroblast that is able to create winds so strong it can blow away any Pokemon in the air with enough force to give them whiplash.
Special Abilities : Lugia is one of the strongest Psychic-type Pokemon alive, capable of controlling and reading the thoughts and emotions of other Pokemon. He can use telepathy to communicate with both humans and Pokemon and telekinesis to levitate and manipulate any object with a mass/weight. These powers are considered inhumane by some, and as a result, many Pokemon fear Lugia’s potential. Another power of Lugia’s is the ability to create and (somewhat) control vicious storms with a simple flap of his wings. It takes only one account of Lugia losing control of his emotions to provoke these incidents, which leaves many to label Lugia as unpredictable. Lugia is able to teach some of the most difficult attacks and abilities to others, granting him the title of the grand teacher. This is evident by how many apprentices he has had, with a total of 8.

And same! With most legends I could portray it as either or. A lot of my friends have differing opinions on genders and I honestly believe it brings a lot more variety to the table. It's interesting to see how everyone thinks of the legends.

Legendary Pokemon is where I see the gender wars happen the most. It gets worse when the anime gives them a voice people don't agree with. The number of Reshiram fights I see on Youtube is astounding.
I can go with anything really. I mean, I have my own headcannons, but I respect people aren't the same. Getting into fights over it is not really worth it XD But yeah, there's times when I get surprised over some genders. At first I couldn't really see Reshiram as male but over time it grew on me and now I can go either way.

Ho-Oh has been my favourite since I was very very young. Not quite sure what drew me to like Ho-Oh but regardless he remains the apple of my eye. I know a lot of people prefer Lugia, especially because of the movie (Ho-Oh not getting a movie is likely the reason for it being pushed aside), but I always root for the underdog. I hope there's a future feature that shows just how incredible Ho-Oh can be! c:

I like both Ho-Oh and Lugia a fair bit. Eight years ago I combined the two, and that's how my username came to be.
And same! A movie would have been a perfect chance to give it back some love. They missed out in Generation 2, then had another chance with the Zorua movie. Nope! They featured the Beasts and Celebi, both of which have either gotten their own movies or a special. It would have been awesome to see Lugia and Ho-Oh together in a movie. Then they had one final chance with the Hoopa movie but felt it was better to feature Lugia alone. It's so weird, almost as if they're trying to ignore Ho-Oh ever existed.

I believe the last time we saw it was in Generation 3, and even then it was so small you never would have been able to guess what it was had they not pointed it out. Poor Ho-Oh.
